Do you agree or disagree with the following statement? People should not pay to the public transportation

No one will deny to say that this century is a century of the transportaion which now have became so crucial for people and bring numerous benefits for person. Recently, there has a heated debate about it that whether the public transpotation should be pay or not. From my perspective, the public transportation should be paid.
Nowadays, with the rapid evolution of ecnomy, the development of the public transportation is rapid which covers most centers of a city. However there are numerous people who prefer to buy and drive their private vehicles than choosing the public trasportation when they go out.
Because they deem that there are lots of transfer when you go out via the public transportation which not only waste time, but people should be afford more money. Simultaneous, especially in summer, they also tolerate scent that mixed varied smell. The phenomenon indicate that the public transportation is supposed to improve. In the situation, if government adopting the opinion of free public transportation, there will be a bad circular that the condition of the public transportation goes to worse. There fore, the public transportation should be payment that desploit to improve its own circumstance.
In the other hand, the accumulating of individual vehicles caused by the worse conditional public transportation, the atmosphere became to be polluted. A number of cars emiting dirty gases make temperature turn warm in the world which not only bring an bad influence on the agricultures, but put cities located in seashore into threaten. If the condition of the public transportation convert to better via useage of money coming from fees, the number of people chose to take the public transportation has a increasing, result in a reduction of amount of cars which would slow the pace of turning into warmer in the world
Movever, due to the exploision of private vehicles, the reservoir of oil is crazily dimishing. The resouce is limited in the world, if there has no control of using of oil that will be exhausted one day which has no benefit for the world’s development.
For the above reasons, it is no doubt to say that the fee-paying public transportaion is necessary.

所以整句改为the development of the public transportation is increasing rapidly and the range of it covers almost all the areas of a city
However there are numerous people who prefer to buy and drive their private vehicles than choosing the public trasportation when they go out.这句话，prefer用法的问题，prefer to do..rather than do...所以改为prefer to buy and ...   rather than choose the ...
